8.1 Rules to manage entry and exit for construction staff; 施工人员出入现场管理规定
Anybody who intends to entry site should receive a safety training of NTCC firstly and a test thereafter. Once he passed the test, he will be admitted to another training from the owner and will be issued with a badge if he again passes the test. Only those are issued with these badges and well dressed can be recognized by the Access Control System of MATCH and then admitted to work finally.

8.2 Rules for visitors to and from site 访客出入现场管理规定
Any visitor to and from site of MATCH Project will be receiving a safety training from NTCC and that of the Owner. Those who have passed the safety training will be issued a visitor badge and asked to dress as per PPE requirement, and then accompanied by personnel from the MATCH project to Access Control System and to site as well.
所有将要进入MATCH项目施工现场的访客人员都必须首先接受南通建工内部访客安全培训，然后参加MATCH项目组的访客安全培训，只有通过MATCH项目组的访客安全培训的访客人员才能取得进出MATCH项目现场的访客胸卡，只有持这种胸卡的访客人员并按相要求着装和南通建工或MATCH项目组人员的带领下才能通过MATCH项目门禁系统，进出MATCH项目现场参观访问。
8.3 Regulations for vehicles to and from site 车辆出入现场管理规定
Any vehicle is going to this site should be inspected and accepted by NTCC in terms of its safety conditions and driving license of the driver firstly, besides, it should be annually inspected by the relevant authority and accepted as well. The driver of which is also required to attend the Safe Traffic Training of NTCC as well as that from the Owner. Vehicles which have obtained these permits and well equipped can be allowed to site. All vehicles are leaving should have themselves washed to prevent any contamination of the environment, otherwise they should be responsible for any punishment imposed by the local authority, what is worse, they will be permanently removed to the project.
所有将要进入MATCH项目施工现场的施工车辆南通建工都必须首先对施工车辆的安全状况和驾驶员的执照进行检查，进入施工现场的所有施工车辆必须是经国家相关部门的年检合格的车辆且其安全状况必须是合格的，其驾驶员也必须首先接受NTCC的施工驾驶安全和现场交通安全管理培训，然后参加MATCH项目组的施工车辆安全检验和驾驶员施工安全及交通安全管理培训，只有通过MATCH项目组的车辆安全检验和驾驶员施工安全及交通安全培训，该车辆和驾驶员才能取得进出MATCH项目现场的车辆进出准证，只有持这种进出准证的施工车辆和驾驶员并按相关要求装备车辆安全部件后，该车辆才能进入MATCH项目门禁系统，进出MATCH项目现场进行施工作业。同时，在出现场前必须接受MATCH项目组门卫的相应检查并对该车辆进行适当的冲洗，以免污染社会公共区域，否则，该车辆将承当相关政府部门的处罚和MATCH项目组的相关处罚。并取消该车辆在MATCH项目现场的施工资格。
8.4 Regulations to control materials to and from site 材料出入现场管理规定
NTCC will submit a MSDS and material list as well for the guardhouse?s review for any material ready to site, which asks for the support from the material engineer or safety engineer from NTCC.

Only materials which have been inspected and accepted are allowed to site. Vehicles and drivers thereof should also be trained. No material is allowed to remove off site prior to the presentation and acceptance of the Off Permit issued by the project personnel in charge. Those vehicles to and from site without complete procedure or permission should be punished in accordance with site regulations.
所有进入MATCH项目现场的材料南通建工必须首先递交材料清单和材料安全数据清单（MSDS）并接受其门卫的相关检查，南通建工的材料工程师或相关安全工程师必须做相应的配合，只有经检验合格的材料才能进入现场，其车辆和驾驶员的安全检验和培训要求按本节”车辆出入现场管理规定”要求执行；被拿出现场的任何材料必须出具由NTCC和MATCH项目组的相关人员签字的出门证并经核对无误后方可放行；任何因出门手续不全或未经门卫许可而擅自闯关的车辆都将受到项目法律和规定的处罚。
9.Certificates Management Rules (Individual pass/ Qualification Certificate for Company/Qualification Certificate for Individual) 证件管理规定（个人出入证/企业资格证/个人资格证等等） 9.1 Administrative regulations for individual passes 施工人员出入证管理规定 All construction force intending to site should get their personal data registered firstly, and then receive a Three-Level safety training of NTCC and then go to that from MATCH if they passed. They will be issued badges to site if they passed the safety test from MATCH and recognized by the Access control System and allowed to work if they properly dress themselves as per PPE requirement of NTCC. Their passes will be kept by themselves and the copies thereof will be kept by the safety personnel of NTCC. Those who have lost their passes will have to again receive the safety training to obtain the passes. And copies of their new passes will be updated accordingly in NTCC?s archive.
